This involves dolls who have individual rooted hair where the hair has become damaged or deemed not fixable and you've decided to use a wig on the doll in the future (i.e. not having the doll's hair re-rooted which is a more expensive restoration service).  In this case all the hair rooted in the doll's head would be shaved off to the shortest length but not completely plucked out.  Use the complete removal service if you want each hair plug completely removed from the head.
